The latest revised version of Sen. Barbara Boxer’s (D-CA) climate bill includes new provisions to grant the Agriculture Department (USDA) lead authority over carbon offsets from domestic agricultural and forest practices, a move that appears designed to placate the powerful farm lobby and help Democrats reach a consensus on the bill.

According to Inside EPA (requires subscription) some in the U.S. “biofuels industry is urging Congress to exempt the sector from climate cap-and-trade legislation over fears the fuels could face ‘double jeopardy’ through regulation under both the bill’s greenhouse gas (GHG) cap and additional GHG reduction requirements under EPA’s renewable fuels standard (RFS).”

According to DTN, some 20 bioenergy executives from California and Massachusetts have written to U.S. Sens. The Senate will not debate climate change legislation until September, at the earliest. The key Senate committee on climate change will delay the unveiling of its draft legislation until September, giving negotiators and their aides an extra month to work on the controversial legislation.

After this weekend’s Independence Day celebrations, the U.S. Congress returns to work. In the Senate, the Environment and Public Works Committee will launch its push toward climate legislation with a hearing Tuesday, July 7.
