The Government Accountability Office (GAO) is urging Congress to amend the renewable fuel standard (RFS) to mandate that EPA consider water quality, biodiversity and other non-climate effects in lifecycle analyses of biofuels, which some say could expand and solidify shaky agency authority on considering such factors.
