A special California budget commission working on recommendations to Gov. Arnold Schwarzenegger (R) and state lawmakers to raise tax revenues and ease the state’s fiscal crisis has agreed to further analyze the impacts of an upstream carbon tax on diesel, gasoline and jet fuel, as it narrows several tax reform packages for final consideration. If a carbon fuel tax makes it into final commission recommendations it could elevate debate over a national carbon tax as an alternative to a greenhouse gas (GHG) cap-and-trade program, as California considers an overhaul of its own tax system.
